About UsASEAN Neurological Association or ASNA was established in 1994 in Fort Illocandia, Laoag City, Philippines by the national neurological organizations of Indonesia, Malaysia, Philippines, Singapore and Thailand and representative from Brunei. Vietnam joined ASNA in 1997, Myanmar in 1999 while Laos and Cambodia have not officially joined ASNA, though have been taking part in several scientific activities. ASNA is now one of the well established neuroscience organizations in Asia. For the last 10 years, it has been active in providing continuing medical education activities for practicing ASEAN neurologists and neurology residents, mainly through organizing Biennial Conventions and publishing its own neurology journal. The Biennial ASNA Conventions provided opportunity for communication and exchange of knowledge amongst ASEAN neurologists. The 1st Convention was held in Manila, Philippines in 1995, 2nd in Singapore in 1997, 3rd in Chiang Mai, Thailand in 1999, 4th in Kuala Lumpur, Malaysia in 2001, 5th in Cebu, Philippines in 2003, 6th in Jakarta, Indonesia in 2005. The 7th ASNA Convention is now being planned and will be held in Cha-Am, Thailand in March 2007. ASNA also organized various specialty-specific workshops and symposia the last 10 years. These included Stroke Workshops, Epilepsy Symposia, and CNS Infection Teaching Courses. With the enthusiasm and effort of Dr Chong-Tin Tan, one of the founding members who is still a member of the current ASNA Council, ASNA published in 1996 its own official journal – Neurological Journal of Southeast Asia. The journal published yearly with two issues a year, being circulated free to all the member countries, as well as Cambodia, Laos, and other Asian countries including Bangladesh, Hong Kong, Mongolia, Nepal, Pakistan, Sri Lanka, and Taiwan. The Journal was also available in the electronic format. The editorial policy is and will continue to give priority to articles on neurological diseases occurring primarily in Asia, and aspects of diseases peculiar to Asia. In 2004, Dr Tan proposed, and ASNA Council approved a change of the journal’s name to “Neurology Asia”, to reflect its wide Asian readership and to recognize many contributions and support from the whole Asian neurology community. It now publishes 3 and will be 4 issues per year, and is even more widely distributed in many Asian countries. The journal could also be accessed on-line, free of charge. In 2006, various Subspecialty Working Groups will be formed. Forming Subspecialty Working Groups within ASNA is an important step towards meeting the objectives of ASNA. These Working Groups are networks of individuals who share a common interest in specific fields of neurology. All Working Groups will exchange practical experience and research data, and develop plans for regional collaborative efforts in improving neurology care in all ASEAN countries. CONSTITUION Preamble The national neurological association of the member states of ASEAN; Recognizing that they share common problems and goals in areas of neurology; Realizing the importance of close ties and effective interchange of information for the promotion of neurological health of the people of the ASEAN region; Having organized the ASEAN NEUROLOGICAL ASSOCIATION, also know as ASNA Do hereby adopt and promulgate this constitution in fort Ilocandia, Laoag City, Philippines on November 16, 1994. ARTICLE 1 NAME The organization shall be known as ASEAN NEUROLOGICAL ASSOCIATION, or ASNA in brief. ARTICLE 2 OBJECTIVES The ASNA will have the following objectives: a) To promote closer ties among the national neurological associations in ASEAN countries b) To exchange information on the organization of neurological services of ASEAN countries c) To study and report on common problems of neurology of member countries d) To help establish and formulate policies for attaining the highest possible level of neurological care for the people of ASEAN e) To relate as a separate body to other health institutions and agencies in each country and in the ASEAN region ARTICLE 3 MEMBERSHIP The unit membership shall be each national neurological association of the ASEAN countries. ARTICLE 4 COUNCIL The council shall compose of the presidents or representatives of the national neurological association of ASEAN. The Council shall meet at least once every two years. It shall exercise general direction of the policies and affairs of the ASNA. ARTICLE 5 SECRETARIAT The Secretariat of the ASNA shall be located in the member country which is hosting the Biannual Council meeting. The Secretariat shall be appointed by the Council for a term of two years. ARTICLE 6 VOTING The decisions on all matters shall, if possible, be decided by consensus. In the event that a consensus cannot be reached and it is necessary to reached a decision by voting, each member association shall have one vote. ARTICLE 7 FUNDS a) Each member association shall manage its own funds; b) The national association hosting the ASNA Secretariat shall be responsible for the cost of its administration; c) Each member shall make its own financial arrangement for its representatives to attend the Council meeting. By – Laws LANGUAGE The official language of ASNA shall be English. MEETINGS a) The president or representative of the national association hosting the biannual Council meeting shall preside as Chairman for that meeting. b) At each meeting, the Council will decide the venue of the next biannual council meeting. c) The national association scheduled to host the next meeting will nominate members from its own association to form the Secretariat. COMMON FUND When common fund is necessary, it shall be raised ad hoc through contributions, grants and other sources approved by the Council . ATTENDANCE AT COUNCIL MEETING The Secretariat shall be responsible for the common fund of the ASNA during its term of office. It shall submit an annual financial statement to the Council. For the Indonesian Neurological Association ______________________________________ For the Malaysian Society of Neurosciences ______________________________________ For the Philippine Neurological Association ______________________________________ For the Clinical Neuroscience Society of Singapore __________________________________________ For the Thailand Neurological Association __________________________________________________ Memorandum of Agreement KNOW ALL MEN BY THESE PRESENTS: WHEREAS, the members of national neurological associations of the countries in the ASEAN region recognized the existence of the common problems and goals in areas of neurology; WHEREAS, the members realize the need to promote the neurological health of the people of ASEAN region; WHEREAS, to achieve these ends, it is necessary to promote closer ties among themselves; to study and report on the common problems of Neurology of member countries; to exchange information on the organization of neurological services in the area; to formulate and establish guidelines for attaining the highest possible level of neurological care for the people in the area; and, as a separate body to relate to other health institutions and agencies in each country; WHERFORE, premises considered, the members of the Neurological Association of the Countries of the ASEAN region, hereby agree to organize themselves as “ASEAN NEUROLOGICAL ASSOCIATION” hereinafter referred to as ASNAIN WITNESS WHEREOF, the respective representative of the national neurological associations duly authorized, hereby affix their signatures in this 17th day of November, 1994 in Fort Ilocandia, Laoag City, republic of the Philippines: |
